Roaring Moon Location: Pokémon Scarlet and Violet

Roaring Moon can be found in the Great Crater of Paldea (Area Zero). To reach this area, you will need to defeat all Titan bosses and gain access to the Research Bases in Area Zero.

After unlocking these areas, teleport to Research Center 2 and head towards Research Center 3. Once you've crossed the river, there will be a tree located in the direction of Research Center 3, and behind it are a group of rocks obscuring a cave. Roaring Moon will spawn in the cave, but at times this will require battling other Pokémon in the cave until it appears.
