There is more than one way to evolve Pokémon. Some Pokémon have specific requirements to be met or others need a special item. In Pokémon Scarlet and Violet players can find an item called the Scroll of Waters. With all the items that can be found in any Pokémon game, it can be easy to ignore any item if players cannot find the proper use for it. Here is what the Scroll of Waters does in Pokémon Scarlet and Violet.

All Pokémon That Evolve with Scroll of Waters in Pokémon Scarlet and Violet
The description of the Scroll of Waters reads "A peculiar scroll that can make a certain species of Pokémon evolve. Written upon it are the true secrets of the path of water." It would make sense for players to assume it was an item like the Water Stone which can be used to help evolve Water-type
Pokémon.
It is actually a situational item that serves a single purpose, to help evolve a Kubfu. Kubfu is a legendary Fighting-type Pokémon who made their debut in DLC for Pokémon Sword and Shield. When a Kubfu is given the Scroll of Waters it can evolve into a Urshifu Rapid Strike Style. Similarly, the item called Scroll of Darkness can evolve Kubfu into Urshifu Single Strike Style. No other Pokémon can utilize these two items to evolve.
Pokémon Sword and Shield were the previous generations of games that were on the Nintendo Switch. They were the first in the series to introduce DLC expansions like the Isle of Armor so it is understandable of players are still unfamiliar with the way the two scroll items work.
